At present, the three major pelagic fishery bases in China have relatively limited management tentacles due to their low levels, and there is no stage for good management ideas and management talents to display. In addition, the incomplete separation of government and enterprise and unclear functional positioning lead to a large management burden on enterprises, which prevents them from concentrating on their main business for development.
In addition, the local pelagic fishery bases are facing practical difficulties such as difficulty in retaining talents, low wages, and lack of training.
